The Wachau Heller notes of 1920 belong to the broader Notgeld phenomenon that swept Austrian municipalities after the collapse of the Habsburg monetary system left small change genuinely scarce. Spitz an der Donau, a small market town on the Danube between Krems and Melk, issued this series under the Marktgemeinde authority rather than any banking institution — local government filling a vacuum the central state could not.

Eduard Sieber's Vienna workshop produced a significant volume of Austrian Notgeld during this period, and the Jaksc catalogue suffix "IIc" indicates a recognized variant within the series, suggesting the Emmersdorf notes were issued in multiple distinguishable forms.
