Austria's post-WWI collapse left provincial governments scrambling to fill a severe small-change vacuum. Vorarlberg, geographically isolated in the far west and separated from Vienna by the rest of Austria, issued its own Heller Notgeld through the Landeskasse rather than waiting on a central banking system that had effectively ceased to function. There was genuine separatist sentiment in the province at the time — a 1919 referendum showed overwhelming popular support for joining Switzerland rather than remaining in the rump Austrian state.
The note's small dimensions reflect the material austerity of the period; paper quality in Austrian provincial issues of 1919 is notoriously inconsistent.
