Austrian municipal Notgeld of this type was a direct consequence of the postwar coin shortage that followed the collapse of the Habsburg economy — the Stadtgemeinde Tulln, like hundreds of other small Austrian towns, printed its own emergency small-change notes rather than wait for Vienna to resolve a problem that showed no signs of resolving itself. Printed locally by Goldmann's Druck, the production is entirely domestic, with no recourse to the larger commercial printers in Vienna that wealthier municipalities used.

The JPR1083IIa designation indicates a specific sub-variety within the Tulln 20 Heller series — collectors should verify the signature combination of Kerbler and Niklas, as other signature pairings exist for nominally identical notes and carry different catalog values.
