Austria's post-WWI dissolution left provincial administrations scrambling to plug coin shortages while the new republic's monetary arrangements were still unsettled. The Tiroler Landeskasse stepped in as a local emergency issuer — this 20 Heller note belongs to that stop-gap series produced in Innsbruck to keep small transactions moving when metal coinage had effectively vanished from circulation.
These Notgeld issues were intended as strictly temporary, redeemable once normality returned. Most saw hard daily use and were retired quickly, which works against survivors in better condition.
