Stroheim is a small market town on the south bank of the Danube in Upper Austria, and this note is a product of the Heller notgeld wave that swept Austrian municipalities from 1920 onward as postwar coin shortages made fractional transactions nearly impossible. Karl Lanz's print shop in nearby Eferding handled several of these local emergency issues, operating as a practical regional resource for the surrounding parishes and market communes that lacked access to larger printing firms.

Bürgermeister Kreuzwieser's signature lends the note its formal authority — municipal officials bore direct personal accountability for these issues under Austrian notgeld regulations.
