| Obverse description | Grey-toned note printed on plain paper with a fine guilloche underprint covering the entire field. Two circular vignettes at left and right each bear the numeral '20' within a ring of small ornamental dots. At centre, the municipal coat of arms of Steyr — a shield bearing a rampant lion — is set between the two denomination roundels. The denomination legend 'Heller 20 Heller' runs across the top in Gothic script, while the lower portion carries a framed text panel in Fraktur script setting out the terms of issue, dated 'Steyr, 4. November 1919'. |

Austrian municipal notgeld from the immediate postwar period, issued as the newly truncated republic hemorrhaged coinage from circulation. Steyr's industrial character — it had been a major armaments center during the war — made it one of the more economically disrupted towns in Upper Austria, and small-change shortages hit hard. Municipal authorities across Austria issued their own paper fractionals through 1920–1921, and Steyr was among the earlier issuers.
The 73 × 45 mm format is notably small even within the notgeld series, likely a paper economy measure. Locally printed on whatever stock was available.
