St. Valentin is a small market town in Lower Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the coin shortage that followed the collapse of the Habsburg monetary system. Local administrations were legally permitted to issue their own fractional emergency currency, and hundreds did. Paul Prietzl operated a small commercial printing house in nearby Steyr and handled a number of these municipal commissions across the region.

The Jaksch/Pick reference JPR0941-20 places it firmly within the documented Lower Austrian Notgeld corpus, though St. Valentin issues are not among the more frequently encountered survivors.
