Sankt Florian am Inn is a small market town in Upper Austria, and this 20 Heller note belongs to the vast wave of Austrian municipal emergency currency — Notgeld — issued after the First World War left the country's small-denomination coinage effectively absent from circulation. Thousands of communes printed their own, and quality varied enormously. The IOE press at Waltlern handled a number of these local commissions in Upper Austria, keeping production close to home rather than routing it through Vienna.
Rachinger's signature as Bürgermeister gives the note its formal authority. The Jaksch/Pick reference JPR0881a places this firmly within the documented series for the commune.
