Sankt Agatha bei Wels is a small rural parish in Upper Austria, and like dozens of similar communes it issued emergency paper money — Notgeld — during the coin shortage that followed the First World War. The 20 Heller denomination places this squarely in the 1920–1921 wave of Austrian local issues, when even villages with no meaningful commercial infrastructure were printing their own scrip to cover day-to-day small transactions.
The single signature, Altenhofer, almost certainly the Bürgermeister at the time, was sufficient authorization for issues of this type and scale.
