To the right, the denomination '20' appears in a dotted border at upper right, with the issuing authority named in blackletter script as 'Notgeld der Marktgemeinde Scheibbs' and the value 'Zwanzig Heller' in large Gothic lettering. Weidinger show a church with steeple at upper left and a hilltop observation tower at right, with the municipal coat of arms at lower left; denomination numerals '20' appear in bold at both upper corners. A counterfeit warning 'Nachahmung wird gesetzlich bestraft' and the footer legend 'Ein Gebot der bittern Not' complete the design.

Scheibbs is a small market town in Lower Austria, and like hundreds of similar municipalities, it issued its own emergency paper money — Notgeld — during the severe coin shortage that followed the First World War. These hyperlocal issues were printed by whoever was available; Rudolf u. Fritz Rabinger was a local firm, not a specialist banknote printer, which shows in the modest production values typical of Austrian provincial Notgeld.

The Jaksch/Pick reference places this in the well-documented but vast Austrian municipal series. Designer V. Schatz is otherwise unrecorded in major reference literature.
