Pfarrkirchen im Mühlkreis is a small Upper Austrian market commune, and this 20 Heller notgeld dates from the chaotic period of postwar Austrian monetary collapse when hundreds of municipalities — unable to obtain adequate coin supplies from Vienna — printed their own emergency small-denomination scrip. The designer credit to L. Hesse is unusual for a village-level issue; most comparable communes used local printers without credited designers.

Signed by Bürgermeister Höllinger, whose tenure placed his name on what was, in practical terms, a legal liability of the commune itself.
