Obverse description Typeset Notgeld voucher printed in red on cream paper, with a dotted rectangular border enclosing the entire design. The denomination '20 Heller' appears in large blackletter type on both the left and right panels, each flanked by small ornamental vignettes resembling register checks. The central panel carries the title 'Gutschein der Gemeinde Pennewang über Zwanzig Heller' in Gothic script, followed by a lengthy justification text in smaller blackletter stating the note's legal basis (municipal committee resolution of 23 May 1920) and redemption terms. The date 'Pennewang, 23. Mai 1920' appears at lower left, while the signature of Josef Humer, Bürgermeister, is printed at lower right.

Zur Behebung der herrschenden Hartgeldnot gibt die Gemeinde Pennewang auf Grund des Gemeindeausschuß-Beschlusses vom 23. Mai 1920 Gutscheine bis zu einem Gesamtbetrage von 100.000 Kronen aus. :: Diese Gutscheine werden in der Zeit vom 1. bis 31. Dezember bei der Gemeindekasse in gesebl. Bargelde eingelöst.

Reverse description The reverse is printed in red on cream paper within a plain rectangular border and presents two oval landscape vignettes side by side: the left vignette shows a rural manor house with trees and a fence, the right shows a village church and rooftops set against a hillside. A tall conifer branch motif rises centrally between the two scenes, with the large numeral '20' and the word 'heller' superimposed over it. Stylised scrollwork bearing the denomination '20' appears in each upper corner, and the lower portion carries the inscription 'Notgeld. Gemeinde Pennewang' in Gothic lettering divided across the two panels.
