Austrian municipal notgeld of this type emerged from a genuine small-coin shortage that persisted well after the armistice — the newly truncated Republic of Austria inherited a monetary system in disarray, and denominations below one Krone simply vanished from circulation as metal was hoarded or exported. Communes across Upper Austria filled the gap themselves, printing their own emergency pfennig and heller notes with local authority and no central coordination.

Palting-Perwang is a small agricultural parish in the Salzburg border district of Upper Austria. The Bürgermeister's signature — R. Voggenberger — provided the only legal backing these notes carried.
