Austrian Heller notgeld of this type was a direct consequence of the coinage vacuum that followed the collapse of the Habsburg currency system — small-denomination coins vanished from circulation almost entirely between 1918 and the early 1920s, hoarded or melted, leaving municipalities to print their own stopgap fractional notes. Neumarkt an der Ybbs, a small market town in Lower Austria, was one of hundreds of Gemeinden that responded with locally issued series.

Emil Pretzel in Steyr handled a substantial volume of regional notgeld printing during this period. The JPR0663a series designation suggests multiple denominations were issued concurrently under the same authorization.
