Neumarkt an der Ybbs is a small market town in Lower Austria, and this 20 Heller note belongs to the vast wave of Notgeld issued by Austrian municipalities between 1919 and 1922 to address the chronic small-change shortage that followed the collapse of the Habsburg monetary system. The central government could not produce low-denomination coins fast enough; local authorities filled the gap themselves.

Emil Pretzel in Steyr was a regional printer who handled a number of these local emergency issues, not one of the major Viennese houses. The JPR0663b designation suggests variant status within the Neumarkt series — likely a paper or color distinction from at least one other emission.
