Losenstein is a small market town on the Enns River in Upper Austria, and its 1919 Heller notes belong to the vast wave of Austrian municipal notgeld produced when the collapse of the Habsburg monetary system left local governments scrambling to cover a coin shortage so severe that even the smallest transactions became impossible. The Gemeinde — not a bank — was the issuing authority, which is exactly why the Bürgermeister's signature appears rather than any financial officer's.
Josef Schörkhuber signed as mayor, giving the note whatever civic authority a village could legally claim in the chaotic early months of the First Austrian Republic.
