Losenstein is a small market commune in Upper Austria's Enns valley, and like hundreds of similarly sized Austrian municipalities, it issued Notgeld in 1919 to address the severe small-coin shortage that followed the collapse of the Habsburg economy. The Gemeinde — not a bank, not a chamber of commerce — was the direct issuing authority, which is why the mayor's signature appears in lieu of any financial officer's. Josef Schörkhuber was serving as Bürgermeister at the time of issue.
The JPR reference places this within the Jaksch cataloguing of Austrian local emergency money, a series that runs to thousands of varieties and where condition and completeness of the cancellation stamp materially affect collectibility.
