Austrian Notgeld of the 1919–1921 period was municipal desperation made tangible — with small-denomination coinage hoarded or melted, towns across the Tyrol and beyond printed their own emergency fractions to keep commerce moving. Kitzbühel's series is administratively unremarkable within the broader Notgeld phenomenon, but the Hirnsberger signature ties the note to the serving municipal authority at a moment when the newly reduced Austrian state was still sorting out what it actually was.

The official stamp functions as the primary security device — modest even by Notgeld standards, where some issuers went to considerable lengths with local imagery and colored printing.
