Kirchham is a small market town in Upper Austria, and this 20 Heller note is one of the tens of thousands of Notgeld issues that flooded Austria between 1919 and 1921 — a direct consequence of the postwar coin shortage that left municipalities scrambling to fund everyday transactions after the collapse of the Habsburg monetary system. The Gemeinde issued these locally rather than waiting for central supply, with Josef Ursprunger and Leopold Rauscher signing as responsible municipal officials.
The JPR reference places this firmly in the Jaksch catalog of Austrian local emergency money, where Kirchham's issues are neither especially rare nor common. Condition is the only real variable in this series.
