Austrian municipal notgeld of this kind was a direct consequence of the coin shortages that persisted well after the First World War ended — small denominations vanished from circulation as hoarding and metal drives had stripped the supply, forcing hundreds of local governments to print their own fractional paper. Kirchberg an der Donau's issue was one of thousands of such emergency pieces authorized under postwar Austrian policy, printed locally by F. Kling in Urfahr, a printing center on the north bank of the Danube that handled a significant volume of regional notgeld commissions during this period.
