Hohenzell is a small Upper Austrian commune, and like hundreds of similar municipalities it issued Notgeld during the acute coin shortage that followed the First World War. The 20 Heller denomination sits in the middle of the typical Gemeinde emergency issue range — small enough to substitute for the copper and nickel coinage that had been hoarded or melted, large enough to be practically useful for daily transactions.

Two signatories, J. Kettl and J. Wöllinger, authenticated the issue — almost certainly the Bürgermeister and a designated municipal official, the minimum quorum required under Austrian Notgeld practice to give the notes local legal standing.
