Hartkirchen is a small municipality in Upper Austria, and this 20 Heller note belongs to the broader phenomenon of Austrian Notgeld — emergency small-change scrip issued by towns and communes during the chronic coin shortages that followed the First World War. By 1920 the practice was widespread enough to have become almost ritualized, with many municipalities commissioning locally distinctive designs rather than plain utility printing. Franz Hirmann's involvement suggests at least some deliberate artistic intent for a village-level issue.
The print date of 30 April 1945 recorded in some catalog references almost certainly reflects a documentation or registry date, not actual printing — the Heller was abolished in 1924.
