Groß-Pertholz is a small market town in the Waldviertel region of Lower Austria, and this 20 Heller note is one of the thousands of municipal emergency issues — Notgeld — that Austrian communes printed during the acute coin shortage of 1920. With metal coinage effectively absent from everyday commerce, local authorities became de facto issuers by necessity, not by any coherent monetary policy from Vienna.
Three signatories is worth noting for a village administration of this scale. Franz Anderl, Eduard Kuttner, and Carl Amon likely represented the Bürgermeister and two council members — the minimum quorum required to authorize expenditure under Austrian municipal law of the period.
