Enns, known to the Romans as Lauriacum, was a legionary fortress town on the Danube limes. The Musealverein Lauriacum — the local antiquarian and museum society — issued these small emergency notes during the acute coin shortage of the First World War Heller-Pfennig crisis, when Austria-Hungary's copper and nickel coinage simply disappeared from circulation.
F. Kielar of Amstetten was a regional commercial printer, not a specialist banknote house. The JPR0176c designation places this within the broader Austrian Notgeld documentation, with the "c" suffix indicating a distinct variety within the 20 Heller denomination sequence.
