Dross is a small market town in the Krems-Land district of Lower Austria, and its 1920 Heller notes belong to the vast wave of Austrian Notgeld produced when the collapse of the Habsburg monetary system left municipal authorities scrambling to plug a severe coin shortage. The designer credit "Rohrhofer" almost certainly refers to a local artist or printer rather than any established engraving house — entirely typical of the grassroots, improvised nature of Austrian municipal emergency issues, where village councils commissioned whoever was available.
The Jaksch/Pick reference JPR0135.07-2 places this within a numbered series for Dross, suggesting at least two distinct printings or variants of the 20 Heller denomination were documented.
