A horizontal rule divides the field, beneath which a text block in Gothic script states that the municipality issues vouchers in values of 10, 20, and 50 Heller, accepted in payment by the commune until 31 December 1920, concluding with the anti-counterfeiting warning 'Nachahmung dieses Scheines wird bestraft.'

Biberbach bei Seitenstetten is a small Lower Austrian market commune, and its decision to issue notgeld in 1920 reflects the acute small-change shortage that plagued rural Austria well into the early republic years. The collapse of the Habsburg monetary system had removed coins from everyday commerce almost entirely — municipalities, savings banks, and even individual merchants printed their own fractional notes to keep local trade functioning.

The 20 Heller denomination places this firmly in the workhorse tier of Austrian notgeld — too small to hoard, too necessary to refuse.
