Manning is a small municipality in Upper Austria, and this 20 Heller note is a Notgeld issue — emergency small-change scrip printed to compensate for the near-total disappearance of metal coinage in the years following the First World War. The Austrian federal government never adequately restocked circulating coin, so hundreds of municipalities took matters into their own hands. By 1920, Gemeinde-issued Heller notes were routine across the region.
The two signatories — Bürgermeister Schachinger and Vizebürgermeister Moshammer — would have signed or countersigned these in batches, lending them local legal authority.
