The Democratic Republic of Congo has issued wildlife-themed silver coins for decades primarily as a vehicle for the international collector market — the domestic population has little practical access to them, and they never circulate. KM#308 belongs to a long-running series exploiting the licensing appeal of prehistoric fauna, produced by European private mints on contract and formally authorized through Kinshasa.
Tyrannosaurus rex, native to what is now North America, has no geographic connection to the Congo whatsoever.
