Monaco has no central bank and no eurozone derogation permitting it to issue currency independently — this 20 francs piece is a commemorative collector item, not legal tender in any transactional sense. The franc itself ceased to exist as Monaco's circulating currency when France adopted the euro in 2002, making any denomination referencing it purely notional.
