The Glorioso Islands have no permanent population, no functioning economy, and no monetary system. France administers them as part of the Scattered Islands — a grouping of remote Indian Ocean territories claimed also by Madagascar and Comoros — primarily to maintain an Exclusive Economic Zone over surrounding waters rich in fishing rights and potential hydrocarbon deposits. These coins were never intended to circulate. They exist solely as a revenue mechanism targeting collectors, issued under a nominal French territorial designation that has no autonomous mint authority of its own.
