Zagreb's municipal treasury issued these small-denomination notes in 1919 to address a severe coin shortage that plagued the newly formed Kingdom of Serbs, Croats and Slovenes in its earliest months. The transition away from Austro-Hungarian currency left ordinary transactions stranded — there simply weren't enough small coins in circulation to make change. City and municipal emergency issues like this one filled that gap at the local level, functioning as fiduciary scrip rather than formal banknotes.
The filir itself was the subunit carried over from the old kuna and heller tradition, already an anachronism by the time these notes were printed.
