Prop copies of the Europa Series 20 Euro note exist in a peculiar legal grey zone. EU Regulation 1338/2001 governs what constitutes permissible reproduction — one-sided printing, sizing outside 75% or over 125% of original dimensions, and the word "SPECIMEN" or "PROP COPY" are among the required markers. Notes that fall outside those parameters, even when labelled, have been seized by national central banks in several member states.
The watermark on a prop copy is non-functional by definition — included for visual authenticity in film or theatrical use, not as a genuine security element.
