Kežmarok sits in the Poprad valley at the foot of the High Tatras and spent much of its medieval history locked in a bitter rivalry with Levoča, the dominant Spiš region trading town. Royal privileges granted to one were routinely contested or blocked by the other, and Kežmarok's repeated bids for staple rights — which would have forced merchants to offer goods for local sale before moving on — were denied largely through Levoča's lobbying at the Hungarian royal court. The two towns were still litigating versions of that dispute into the eighteenth century.
