San Marino's euro-era coinage presented an unusual legal arrangement from the start: the microstate has no central bank and is not an EU member, yet gained the right to issue euro coinage under a monetary agreement with Italy negotiated in 2000. Annual mintage figures were strictly capped under that agreement, keeping production volumes far below those of any eurozone member state — which is why San Marino's circulation issues from this period, despite being genuine legal tender across the eurozone, almost never entered everyday commerce.
