Liberia's late-1990s commemorative program was essentially a commercial operation — the government licensed its minting authority to private distributors who contracted with foreign mints to produce themed collector pieces with no meaningful connection to Liberian monetary history. This coin exists because the lunar calendar series sold reliably to the Asian collector market, not because Liberia had any particular relationship with the Chinese zodiac.
The "Type I" designation distinguishes it from a subsequent variant struck the same year, suggesting at minimum two separate production runs or die configurations were issued under the same KM number family.
