Obverse description The Liberian coat of arms is centrally displayed, depicting a shield bearing a sailing ship, a palm tree, and a rising sun over the sea, surmounted by a dove in flight and flanked by scrollwork. The date 2003 is divided across the lower field on either side of the arms, with '20' to the left and '03' to the right. The outer legend 'REPUBLIC OF LIBERIA' arcs along the upper border, while the national motto 'THE LOVE OF LIBERTY BROUGHT US HERE' curves along the inner upper arc of the shield. A secondary legend 'REPUBLIC OF LIBERIA' appears on a scroll beneath the shield. The design is struck in proof finish with a frosted relief against a mirror field.

Liberia's early 2000s commemorative output was prolific to the point of controversy — the country's Bureau of Immigration and Naturalization was, at the time, generating more revenue from selling passports than from governing, and coin licensing deals followed a similar logic. These pieces were produced by private mints under license, with no expectation of circulation and almost no connection to Liberian monetary policy.

The 2003 Chinese lunar series was marketed primarily to collectors in Southeast Asia and the diaspora market.
