Liberia's Olympic commemorative program of the late 1990s and early 2000s was essentially a licensing operation — the coins were designed, produced, and distributed almost entirely by outside minting and marketing firms, with Liberia collecting a small royalty. The country itself was in the middle of a civil war at the time of issue. No meaningful domestic distribution ever occurred.
