Liberia's late-1990s and early-2000s commemorative silver program was among the most prolific — and commercially cynical — of any nation during that period, produced almost entirely for the collector novelty market with no meaningful domestic circulation. The Vienna issue belongs to a series of world-cities coins that were struck by European private mints under licensing arrangements with the Liberian government, which collected a fee while retaining no meaningful oversight of mintage limits.
Liberia itself uses the US dollar as its primary currency, making a "20 Dollars" denomination a pure fiction designed to satisfy collector packaging.
