Palau's numismatic program launched in 1994, just a year before this piece, as the republic began leveraging its 1994 independence to generate revenue through collector coinage — a strategy common among Pacific microstates with limited domestic economies. The UN anniversary provided a timely hook. Large-format silver issues of this type were produced almost exclusively for the collector market and never approached general circulation.
At 155.52 g, the flan required careful striking pressure to achieve full detail across the broad field — a known challenge with issues of this diameter from the mints supplying Pacific island programs in the 1990s.
