This is a Liberian commemorative issued at the peak of that country's export-collectible boom, when the government licensed its mint authority to produce coin series aimed squarely at the American collector market. Dozens of U.S. presidents received the same treatment across the same years, making KM#892 one entry in a sprawling program with no connection to Liberian monetary history whatsoever.

Roosevelt himself never visited Liberia, and the country's actual ties to American history run through the American Colonization Society, not the Roosevelt administration.
