Liberia has issued collector coinage under its name for decades with essentially no connection to domestic circulation — these are foreign-market numismatic products, almost entirely distributed through European and American dealers. The "Siberian Bear" fits squarely into that category: a wildlife-themed silver round dressed as a coin, legal tender in name only under Liberian law, which has permitted this arrangement since the 1990s largely as a revenue mechanism.
