Baltona — formally Przedsiębiorstwo Handlu Zagranicznego Baltona — operated a network of hard-currency shops in Polish seaports, supplying merchant mariners with Western goods in exchange for foreign currency or these internal vouchers. The system allowed the Polish state to capture hard currency from sailors without permitting them direct access to the open foreign exchange market. Vouchers denominated in dollars were issued to crew members as a controlled substitute, redeemable only within Baltona's own retail outlets.
The 1973 date places these squarely in the Gierek period, when Poland was aggressively importing Western technology on credit and hard currency flows through port channels were carefully monitored.
