She holds aloft a lighted torch in her raised right hand and an olive branch in her extended left hand, symbolizing peace and enlightenment. Radiating sun rays emanate from behind the figure, with a depiction of the United States Capitol building visible in the lower left field. Forty-six six-pointed stars ring the inner border.
