Liberia's late-1990s and early-2000s foreign collector series was one of the more aggressive souvenir coinage programs of its era — the government licensed its minting authority to produce silver pieces celebrating subjects with no connection to Liberia whatsoever. Taos Pueblo, a UNESCO World Heritage Site in New Mexico continuously inhabited for over a thousand years, was a frequent subject in such programs targeting the American collectibles market.
These pieces were never intended to circulate and functioned purely as bullion-adjacent novelties. The "20 Dollars" denomination is nominal fiction.
