Palau's 1994 coinage program launched just three years after the republic's Compact of Free Association with the United States took full effect, giving the new nation its first opportunity to issue commemorative currency on the international collector market. The ocean-themed series was among the earliest moves by Pacific microstate mints to exploit the growing demand for large-format silver issues in the early 1990s — a trend that would flood the market within a decade.
KM#7 is the founding piece of what became a long-running marine conservation series.
