Liberia's Central Bank issued commemorative dollars aggressively throughout the late 1990s and early 2000s, contracting foreign mints — primarily in China — to produce themed series for the international collector market rather than domestic circulation. These pieces were never intended to pass as currency in Monrovia; Liberia's actual circulating coinage during this period was intermittently disrupted by the Second Liberian Civil War, which ran from 1999 through 2003.
The Kennedy denomination is nominal. Liberia dollarized its economy alongside the U.S. dollar but produced no functioning $20 coin in domestic commerce.
