Liberia's late-1990s and early-2000s commemorative program was, bluntly, a revenue operation — the country was in the grip of post-civil war economic collapse, and licensing arrangements with foreign distributors produced hundreds of "Presidents of the United States" silver pieces with no connection to Liberian history or monetary need. This coin never circulated and was never intended to.

Garfield himself served only 199 days in office, dying in September 1881 from complications following an assassination attempt — specifically, from the infections introduced by his physicians' unsanitary probing of the wound rather than the bullet itself.
