Obverse description Right-facing draped bust of Queen Elizabeth II occupies the central field, rendered after Ian Rank-Broadley's fourth definitive portrait, with the effigy wearing the Girls of Great Britain and Ireland tiara and a pearl drop earring. The truncation of the bust appears at the lower center of the field. The legend ELIZABETH II arcs along the upper left, COOK ISLANDS along the upper right, and the denomination 20 DOLLARS is inscribed within the lower exergual area. The portrait exhibits fine engraved detail consistent with Rank-Broadley's classic treatment of the Royal effigy as adopted for Commonwealth coinage from 1998 onward.

Reverse description A full-color reproduction of Raffaello Sanzio's celebrated Vatican fresco 'The School of Athens' (c. 1509–1511) dominates the central field, depicting a grand assembly of ancient Greek philosophers and scholars gathered beneath a series of monumental arched vaults. Fine engraved architectural detail frames the upper and lower borders of the polychrome panel, and inset crystal-effect rectangular elements accentuate the upper and lower edges of the color section, imparting a decorative three-dimensional quality. The legend ARS VATICANA arcs across the upper field in incuse lettering, RAFFAELLO SANZIO arcs along the lower field, and the date 2008 appears centrally beneath the color panel.
