The "Angel of Mercy" belongs to Cook Islands' long-running charitable and commemorative silver program, which has used the territory's Commonwealth mint licensing arrangement to produce collector issues for decades — revenue from which flows partly to the New Zealand-administered government. This particular piece falls into the posthumous Elizabeth II commemorative wave that flooded the market following her death in September 2022, with dozens of issuers scrambling to produce memorial pieces within months.
At 93.3 grams, the flan is substantially oversized for a nominal 20-dollar face value that bears no relation to any circulating Cook Islands currency.
