Obverse description Right-facing effigy of Queen Elizabeth II wearing a tiara and drop earring, after the fourth portrait by Ian Rank-Broadley. The bust is draped and rendered in high relief against a mirror-polished field. The legend ELIZABETH II arcs along the left rim and COOK ISLANDS along the right rim, with the denomination 20 DOLLARS inscribed at the base of the coin.

The "Poor Poet" design derives from Carl Spitzweg's 1839 oil painting of the same name, depicting a garret-dwelling writer huddled under an umbrella in bed — one of the most recognizable images of Biedermeier-era Germany. Cook Islands issued a run of high-relief art reproductions in silver during this period, licensing well-known paintings onto large-format collector pieces aimed squarely at the European novelty market. Spitzweg's original hangs in the Neue Pinakothek in Munich.
